Leveraged Procurement Agreements
The Department of General Services (DGS) Procurement Division (PD) provides innovative purchasing methods to meet the needs of any California governmental entity (state, city, county, district, or other local governmental body or corporation including the California State Universities (CSU) and University of California (UC) systems, K-12 schools and community colleges) empowered to expend public funds to utilize designated State contracts, per Public Contract Code Section 10298, et. seq.
This law allows entities described above, to leverage the State's buying power and purchase directly from suppliers through existing contracts and agreements, without further competitive bidding.
Before utilizing a contract, local agencies must review the contract user instructions to determine whether the contract is available for use by their agency and following the order procedures, as outlined within the document.
The Department of General Services Procurement Division (DGS-PD) charges suppliers an administrative fee for the use of its established contracts. All applicable fees are identified in the contract user instructions. See the current administrative fees in the DGS PRICE BOOK.

Statewide Pharmaceutical Program (SPP) allows state and local governmental entities to access contracts that can provide substantial savings for purchasing bulk pharmaceuticals and related pharmaceutical services. The SPP operates under Government Code Sections 14977-14982.
Finance Your Acquisitions Through GS $Mart. State and local agencies who want to finance an acquisition through the Golden State Financial Marketplace (GS $Mart, pronounced “G S smart”) can request this service. GS $Mart is a finance program designed to facilitate California agencies and local governments with installment or lease purchases, while meeting all requirements of a competitively bid process.

CAPPO was formed in 1915 as a nonprofit organization dedicated to maintaining the highest standards of professional behavior and ethical conduct in public procurement. NASPO ValuePoint – National Association of State Procurement Officials and Explore contracts for California

MMCAP Infuse – Minnesota Multistate Contracting Alliance for Pharmacy
MMCAP Infuse is a national cooperative group purchasing organization (GPO) for government facilities that provide healthcare services. MMCAP Infuse was established in 1985, is operated by the State of Minnesota, Office of State Procurement, and is self-funded. It has over 13,000 members across all 50 states. Use of MMCAP Infuse is free for our members and purchasing from our contracts is voluntary.
MMCAP Infuse has over 13,000 members across all 50 states. Member facilities, including state agencies, counties, cities and school districts, are responsible for providing healthcare. Public health facilities comprise nearly half of membership, followed by correctional facilities at 20%, educational institutions 10% and mental health facilities 7%.
Not only are Alternative Fuel Vehicles available to California local governmental agencies, but they are also available to state and local government employees at the state contract price, or at other discounted rates.
